Guidance for IBTE staff and students on haze response, health precautions and continuity of teaching, learning and essential operations.

Know the Haze Level & IBTE Response

IBTE actions escalate according to the prevailing PSI level, campus conditions and official instructions.

LEVEL 1 PSI 0–50 Good

Normal Operation

  • Normal teaching, learning and operation continue.
  • Monitor official PSI and haze advisories.
  • Maintain readiness of First Aid, cleaner-air rooms, air filtration and communication arrangements.
LEVEL 2 PSI 51–100 Moderate

Enhanced Monitoring

  • Normal operations continue.
  • Increase monitoring of PSI and campus conditions.
  • Reduce strenuous or prolonged outdoor exposure for vulnerable persons.
  • Verify cleaner-air rooms, air-conditioning, filtration, First Aid and mask readiness.
LEVEL 3 PSI 101–200 Unhealthy

Restrict Outdoor Activities

  • Restrict strenuous or prolonged outdoor activities.
  • Move suitable learning activities indoors.
  • Defer outdoor practical training and fieldwork unless specifically assessed.
  • Prepare for Home Based Learning / remote continuity if conditions worsen.
LEVEL 4 PSI 201–300 Very Unhealthy

Home-Based Learning

  • Activate Home Based Learning / remote learning.
  • Cease routine on-site teaching.
  • Stop outdoor activities, fieldwork and outdoor practical training.
  • Staff follow approved remote-work or essential-duty arrangements.
LEVEL 5 PSI >300 Hazardous

Suspend Routine On-Site Operation

  • Suspend routine on-site teaching, practical training, events and non-essential work.
  • HBL / remote continuity remains in force.
  • Only minimum essential or specifically authorised functions remain on-site.
  • Follow prevailing MOE, MOH and JASTRe instructions.
Always follow prevailing IBTE instructions and official information from the Ministry of Education, Ministry of Health and JASTRe.

Reduce unnecessary exposure and take appropriate precautions, especially when haze conditions worsen.

  • Limit unnecessary outdoor exposure.
  • Take prescribed medication as advised by your doctor.
  • Stay hydrated.
  • Wash your face and hands after outdoor activities.
  • Use a suitable KF94/N95 or comparable mask when necessary.

  • Persons with asthma.
  • Chronic lung disease.
  • Heart disease.
  • Respiratory allergies.
  • Other chronic illnesses.
  • Pregnant persons.
  • Older persons.

What Staff & Students Should Do

  • Stay informed through official IBTE communications.
  • Inform your supervisor or instructor if you have a health condition affected by haze.
  • Reduce strenuous or prolonged outdoor physical activity when required.
  • Report haze-related symptoms promptly.

Cleaner-Air Areas

IBTE campuses should maintain suitable Sick Bay / Cleaner-Air Room arrangements, where practicable.

Seek Medical Attention

  • Persistent cough or cold symptoms.
  • Significant allergies.
  • Shortness of breath.
  • Difficulty breathing.
  • Chest symptoms.
  • Other worsening health symptoms.

How IBTE Maintains Continuity

Teaching, learning, practical activities and industrial placement arrangements may be modified according to haze conditions.

Theory Classes

  • Online Learning.
  • Blended Learning.
  • Alternative approved indoor delivery.
  • Home Based Learning (HBL).

Practical & Training

Workshops and laboratories may be modified, relocated, suspended or rescheduled depending on haze conditions.

  • Safe indoor conditions.
  • Operational ventilation / extraction.
  • Controlled fumes, chemicals, solvents and dust.
  • Suitable air-conditioning / filtration.
  • Correct task-specific PPE / RPE.
  • Safe emergency arrangements.

OJT / Industrial Attachment

  • Follow the host company’s haze response, HSE procedures and work restrictions.
  • Follow changes to duties, flexible work arrangements or workplace closure.
  • Vulnerable students should inform the host company and IBTE Coordinator.
  • If symptoms occur, stop work, inform the supervisor and seek medical attention.
  • Maintain communication with the IBTE School / Coordinator.

Stay Informed

IBTE operational decisions will primarily be based on official air-quality information, government instructions and campus conditions.

Staff & Students Should

  • Follow official IBTE instructions.
  • Check official IBTE communication channels.
  • Monitor official haze and air-quality information from JASTRe.
  • Report haze-related symptoms or unsafe conditions.
  • Avoid unnecessary outdoor exposure when restrictions apply.
  • Follow instructions regarding HBL, remote work or campus attendance.
  • Do not circulate unverified information.
